
The Mayor's Community Safety Plan, adopted by City Council in March 2004, identified 13 Priority Areas for focused investment to strengthen neighbourhood supports. The PAYE partnership is one response to the needs of these 13 Priority Areas.
The Mayor's plan promotes safety in Toronto through a combination of prevention and enforcement. There is investment across the city in a wide range of neighbourhood-building programs, spanning recreation, culture, public health, employment and civic engagement. As a result, a number of corporate leaders have stepped forward to provide jobs and other opportunities for youth, particularly from neighbourhoods where there is a high correlation between poverty, lack of services and limited opportunities. Partnerships between business and the City ensures success for everyone.
